The SBIR/STTR Aisle was established to give government teams faster access to SBIR/STTR-developed technologies and to support the broader programmatic goal of increasing transition and use of these solutions across the
Department of War’s AI, digital, and data priorities.
The Tradewinds Solutions Marketplace (TSM) SBIR/STTR Aisle Submission category is appropriate for solutions developed through prior Small Business Innovation Research (SBIR) or Small Business Technology Transfer (STTR) awards. Submissions must have successfully completed a competitive SBIR/STTR evaluation and be eligible for follow-on awards under 15 USC 638 (SBIR/STTR Phase III authority).

A Digital Space for Pre-Competed, Phase III–Eligible Solutions
Solutions in this aisle:

Must have completed a competitive SBIR or STTR evaluation and received a Phase I, Phase II, Phase III award, or a “Selected / Not Funded” letter

Must be eligible for government use under the SBIR/STTR Phase III process (15 USC 638)

Once these criteria are confirmed through the compliance review, solutions are placed in the Tradewinds Solutions Marketplace and made accessible to .mil and .gov users

Visit the Tradewinds Submission Portal for Vendors.
Log into your account (create one if you do not already have access).
Once in your account, select “New SBIR/STTR Aisle Submission” as your submission type.
Be sure to include the following:

Compliance Review
Unlike other solutions submitted to the Tradewinds Solutions Marketplace, which undergo assessment under 10 USC 4021, 10 USC 4022, 10 USC 3458, FAR/DFARS Part 35, and DFARS Subpart 212.70, SBIR/STTR Aisle submissions rely on the competition requirements already satisfied through the SBIR/STTR evaluation process and eligibility for Phase III awards under 15 USC 638.

To ensure SBIR/STTR solutions are properly prepared for Phase III use by government buyers, all submissions undergo a compliance review to confirm that the submission meets the requirements of the current TSM Announcement, contains no restricted markings or sensitive content, and is ready for government access under the SBIR/STTR Phase III process.

Compliance reviews are typically completed within three business days, though processing times may be longer during periods of high submission volume. If a submission is incomplete, inconsistent, noncompliant with requirements, or contains inappropriate markings, the submitting entity will be notified in writing and provided the opportunity to revise and resubmit.
